The engineers, geologists, and technicians of SYA perform detailed hydrogeologic and geologic assessments for proposed solid waste facilities. The assessments focus on identifying potential siting restrictions, such as karst features, faults, seismic impact zones, wetlands, and unstable areas. The assessment activities include monitoring well installation, packer tests, pump tests, slug tests, tracer tests, water quality sampling and analysis, soil sample collection and testing, and bedrock quality evaluation.
Permit Application Development Developing permit applications for submittal to state and local agencies is a key service that SYA offers. A typcial solid waste application would include a detailed engineering report outlining the requirements for the liner, leachate collection, methane gas collection, and final cover systems; an operations manual; an environmental monitoring program; a closure/post-closure plan including cost development; and design drawings detailing existing conditions, phase development, infrastructure development; and construction details. SYA also provides community relations assistance, including meeting with local community groups, local government officials, and state government officials.
Following permit approval, SYA is prepared to provide complete construction oversight services for facility development. Construction oversight services include construction specification and drawing development; construction management; soil compaction testing; grade control; synthetic liner installation QA/QC; monitoring well, gas probe, and methane gas extraction well installation; as-built drawing development; and P.E. certification, if required.
Closure/Post-Closure Activities During the Closure/Post-Closure period SYA personnel are available to observe cap installation, gas extraction, well installation and provide routine facility inspections.
SYA provides complete facility monitoring for stormwater, leachate, methane gas, and groundwater. Our personnel are properly trained and provided with state-of-the-art sampling and monitoring equipment to obtain accurate results.
Comprehensive Environmental Compliance SYA is known for expertise in regulatory compliance and in all aspects of environmental programs. Through our environmental auditing program, we can evaluate a facility's current status with respect to the spectrum of environmental regulations. SYA also routinely tracks new regulations to maintain corporate programs. We develop compliance plans, permit applications, and coordinate permits and plans with the regulatory agencies. Along with these capabilities, we provide expert witness services on environmental topics. Our comprehensive environmental services include permitting and compliance for environmental regulations, GHG inventories and tracking systems, recommendations on waste issues, SARA Title III compilation and reporting, preparation of SWPP and SPCC plans, and NPDES sampling at the individual facilities. As part of our environmental services, our staff assists with the interpretation of regulatory applicability, compliance sampling, evaluation of sample results and report completion. In addition, we perform environmental site assessments for property transactions.
