Combustion Industries (including Utilities) SYA has specialized in providing professional services to the combustion industry including power plants and other boiler facilities for over 15 years. We have worked with many facilities throughout the United States, and have become known as a resource for providing effective technical expertise. Comprehensive Environmental Compliance We provide expertise in all aspects of environmental management programs and compliance with environmental regulations. Through our environmental auditing program, we can evaluate a plant's current status with respect to the spectrum of environmental regulations. We also routinely track new regulations to assist in maintaining corporate programs. On the plant level, we develop compliance plans, permit applications, and coordinate permits and plans with the regulatory agencies. Along with these capabilities, we provide expert witness services on environmental topics. Our comprehensive environmental services include permitting and compliance for environmental regulations, GHG inventories and tracking systems, recommendations on waste issues, SARA Title III compilation and reporting, preparation of SWPP and SPCC plans, and NPDES sampling at the individual facilities. As part of our environmental services, our staff assists with the interpretation of regulatory applicability, compliance strategies, sampling and evaluation of sample results and data compilation. In addition, we perform environmental site assessments for property transactions.
Services specific to the CAA include air compliance audits, permitting for PSD, NSR, NSPS, MACT and Title V and pollutant control strategies to address HAPs, GHGs, and other pollutants. Either as part of a larger project or as independent tasks, we also perform emissions inventories, combustion emission studies, process hazard review, air contaminant dispersion modeling, air toxic evaluations, and visual emissions assessments. SYA is able to work with clients, state agencies, and EPA to streamline the PSD/NSR process. We have the resources to complete successful PSD/NSR applications including: regulatory review and analysis; air dispersion modeling using the latest EPA approved models; documentation of control technologies and costs; and visibility analysis. Within the last 5 years, we have conducted PSD permitting for many of the new cement plants and major plant expansions in the United States. We have also been an active resource for three other new or major plant expansions. In addition, our technical staff has been involved with reviewing and providing information for numerous other PSD/NSR applications for industries including lime manufacturing, coal-fired power plants, iron ore processing and a soybean extraction modification. The strength of our firm is our ability to provide engineering, modeling, permitting, and agency negotiations with in-house personnel and resources, allowing our clients an option to assess emissions, ensure compliance and develop permits utilizing the services of only one firm. We have developed Title V Operating Permit applications and construction and operating permit applications for combustion facilities located throughout the United States. In addition, our assistance extends to developing strategies and preparing CAA permit applications for the use of alternate/renewable energy sources.
SYA has been involved in stack sampling and fugitive emissions sampling at combustion facilities since 1986. Our firm has designed test plans, managed, and provided on-site coordination for tests ranging from an individual parameter to complex performance tests. We perform detailed analyses of the results and preparation of reports. As MACT rules are developed, we provide assistance to trade associations and individual facilities that are assessing upcoming emissions requirements against industry-specific operations. Our engineers are familiar with various combustion processes, allowing pertinent and effective test plans and emissions studies to be developed
Community Relations/Technical Support We provide services to our clients including technical support for community relations and related activities to support a client's needs in addressing environmental issues with the public. Having the necessary background in both the sensitivity of public issues and in the technical aspects of combustion and associated issues, we support our clients in achieving the goal of building trust and a foundation upon which to exchange information within a community.
Landfill Management and Design For facilities that are contemplating new ash management methods to address state requirements or in planning for new management applications, SYA is prepared to handle your project or assist in particular tasks. Our engineers and geologists routinely develop ash management plans, including beneficial use, communicate with regulatory agencies, perform hydrogeological studies, landfill design, constructions oversight and management, and prepare permit applications and negotiate permit conditions.
