Risk Assessment
Schreiber, Yonley & Associates (SYA) has extensive experience assisting manufacturers with coordinating and reviewing the complex details of multi-pathway risk assessments. Our risk assessment work has been performed in conjunction with our comprehensive assistance in analyzing plant operations, emissions testing and monitoring, and communicating with agencies and the public on behalf of a facility. Much of our risk assessment work has been performed for the range of chemical constituents measured in stack emissions. Some assessments have been tailored to study specific high-profile constituents, such as mercury.
With respect to the cement industry, SYA has been involved with a significant amount of the U.S. multi-pathway risk assessment work since the early 1990s, mostly associated with permitting for use of hazardous waste fuel. After the draft National Combustion Strategy was announced in 1993, we worked with all of the Region 7 BIF cement facilities to coordinate a common approach that was approved by the EPA and used by all the facilities in the RCRA permitting process. Additionally, we have worked with all of the Region 4 BIF cement facilities and some of the Region 5 facilities in coordinating and providing technical review of their risk assessments. Moreover, we have been involved with permitting most of the new kiln systems at hazardous waste burning facilities in the U.S. over the last decade, which has required updating the original risk assessments to reflect future operations. Most recently, SYA is assisting facilities in performing risk assessments on individual pollutants for assessing and communicating the impact of emissions to the regulatory agencies and the public.
Throughout all of our work on risk assessments, SYA has provided a range of services,
from managing the overall project to providing the following types of services:

Clean Air Act (CAA):

also perform emissions inventories, process hazard review, air contaminant dispersion

CKD Management:
Although the final regulations are not yet issued, facilities are currently contemplating
CKD management methods to address specific state requirements, and to plan for future
landfill design requirements. Our engineers and hydrogeologists are assisting facilities
in developing CKD management plans, communicating with the Agencies as regulations
are developed, performing CKD sampling and analysis, and preparing landfill design
and stormwater permits, as well as pollution prevention plans.
Our background in CKD management is extensive. We were contracted in 1992 by the
PCA to define contingent management practices for CKD and to demonstrate this management
method as practical and effective. In 1994, we crafted the technical portions of
the cement industry’s response to the U.S. EPA's Report to Congress on CKD. We also
provided technical response for the industry to the California EPA on a study performed
by the University of California on CKD. In addition to our services to these industry
trade groups, we have worked with individual facilities to plan and manage their
CKD projects.
Testing and Data Coordination:
Schreiber, Yonley & Associates has been involved in stack sampling and fugitive
emissions sampling at cement plants throughout our history. Our firm has designed
test plans, conducted emissions tests, managed, and provided on-site coordination
for tests ranging from an individual parameter to complex MACT and RCRA test programs.
We perform detailed analysis of the results and preparation of emissions testing
reports. Our engineers are familiar with the manufacturing process, so that a testing
approach can be developed which best matches a facility’s particular needs. Our
emissions testing experience combined with our operations and permitting expertise

Dioxin Formation Research and Control:
Cement plants have been addressing dioxin/furan formation and control under air
emission regulations. Our extensive background in dioxin research and cement kiln
technology makes us particularly qualified to develop dioxin strategies specific
to a particular plant. Our experience has included working with plants, regulatory
agencies and the public in developing and implementing dioxin-testing programs for
emissions and CKD. Since 1979, we have studied the formation and behavior of dioxins
and furans, and have presented data to U.S. EPA headquarters, the regions and state
agencies. A number of years ago, we were retained by the CKRC to analyze and prepare
a report on dioxin testing results from several cement plants. Since that time,

Alternate Fuels and Raw Materials Programs:
Schreiber, Yonley & Associates is known nationwide for our capabilities to assist
clients in establishing and implementing alternate fuels and raw materials programs,
both for non-hazardous and hazardous materials. Our firm has worked with many facilities
in recommending equipment and operating approaches, developing and updating permit
applications and compliance plans, developing and training facility staff on procedures,
